Dating from the 1920's, or a bit earlier or later, a millinery hat embellishment. The long cluster has never been used, still retaining its paper label, Made In Germany. This interesting piece of "berries or buds" seem to be of a molded material. 

Seems neither of a celluloid nor a plastic. Although, I would guess plastic. The stems are wire wrapped. The cluster measures 13" in length. Across from branch from berry to berry, the width is about 1-1/2" to 2" in width. 

Nice unused condition, although I found one leaf not attached but is included.
